Let's see. 50 years after the death of the author for copyright to expire. L. Frank Baum died in 1919, so that means that copyright expired back in 1969. That helps explain that campy cartoon I watched as a kid in the 1970's.

Edit: It appears that the Wizard of Oz properties became public domain in 1956, and the campy cartoon was done in 1961-1962, and has nigh-infinite reruns into the 1970's.
